About this website at its beginning in 2007 This website was created in 2007, which is the year in which the Bureau of Reclamation (Reclamation) finalized an Environmental Impact Statement known as "Shortage Criteria." Previously, and in 2001, Reclamation completed an EIS known as "Surplus Criteria." The federal managers decided, in December of 2007, to formally combine the two sets of criteria into a single document, which includes the appendices. This combined criteria is about water storage in reservoirs Mead and Powell should water surplus conditions arrive, or when conditions of water shortages arrive. The given name for the combined criteria became: Colorado River Interim Guidelines for Lower Basin Shortages and Coordinated Operations for Lake Powell and Lake Mead. The present nickname for this criteria is "2007 Interim Guidelines." Reclamation's online archive of documents for 2007 Interim Guidelines are located HERE. This combined criteria only addresses the natural hydrology of the Colorado River Basin from Year 1906 to Year 2026 (a total of 120 years), rather than the natural hydrology from Year Zero to Year 2026 (a total of 2026 years). If they had analyzed the natural hydrology of the last two thousand years, the stated conclusions of the final document would be very different. This longer timeframe would provide the conclusions that we absolutely must understand to avoid the societal collapse that is now perceived as a imminent reality. To be continued.
